Open Access Passenger Train Operator

Open access passenger train operators do not receive subsidy from, or pay any premium to the Department for Transport. Open access passenger train operators are not subject to franchising, instead purchasing individual slots on the mainline from a railway infrastructure company. Current examples include First Hull Trains, Grand Central and Heathrow Express. The Wrexham, Shropshire and Marylebone Railway ("Wrexham and Shropshire") which operated between 2008 and 2011 was a former example.
